Funds for constructing and operating the downtown streetcar will come from a special assessment and one-cent sales tax collected inside a transportation development district approved by voters in 2012.
Whereas, "ad valorem" tax appeals can often be made at a local level without any professional help, special assessment appeals often require the assistance of attorneys, engineers and other consultants.
