The incident suggests that either there is something seriously wrong with the tiger reserve management, or that the tiger is no longer scared of human beings.
As a result of institutional reforms the size of staff was significantly reduced, and payment systems (cash and cash free) and reserve management reform projects were initiated.
Neither organisation submitted on the reserve management plan; nor have they sought building footprints on the reserve, although they do currently store equipment at the showgrounds.
