The economy is softening after the effects of the fiscal pump-priming and ultra-loose monetary policy pass through, and the challenges of structural economic reform are starting to bite.
Shorten's big picture is more about pump-priming through more roads and public transport, renewable energy, a more expensive but faster national broadband network, education and some selective handouts to industry.
