The money will go to replenish an internal loan within the town's budget from the waste sustainability reserve that was used to underwrite construction of the long-discussed project.
The remainder will help pay down the city's internal loan to the project, which has been whittled from $6 million to $1.2 million through various grants.
The growth of internal loans could only be provided at the expense of the inflow of foreign speculative capital, which was attracted by very high interest rates.
