Mums and dads who just want their children to have better opportunities than they did will see this for what it is -- a stealth tax on learning and aspiration.
This is a stealth tax on financial services and will probably not lead to a mass protest by consumers as taxing banks is a recurrent leitmotiv in the press.
But what is most irritating is that it looks like there will be further increase in a yet another stealth tax with which the government can take our hard-earned money.
