Dogs fouled the walkways, garbage chutes were blocked, vandals damaged communal bins, stairwells, lifts and multi-storey residential car parks joined the list of problems.
The 215 violations mainly deal with common areas and include unsafe electrical connections, dirty walls and vents, dim lighting, broken garbage chutes and rodents and insects.
Residents say the heat has functioned intermittently, the elevators are out of service every other day and one tenant claimed the garbage chute in his building had been sealed shut.
