The government's medium-term plan, outlined in 1990, sought to raise average crop yields and to increase food security, with special attention to improved producer incentives and storage facilities.
The protests were initially against unemployment, economic conditions and corruption, as well as against the government's proposals to modify the constitution of Yemen.
The committee stated that the publication was almost wholly counter-productive and in the event only served to undermine the credibility of the government's case.
