The worse offender in this case is damage to the skin from outdoor sun bathing, indoor tanning and normal unprotected sun expose when outdoors either working or playing.
And if they fail the bathing water quality inspection over five consecutive years they will be forced to erect signs warning tourists not to go into the water.
