Use of spittoons was considered an advance of public manners and health, intended to replace previously common spitting on floors, streets, and sidewalks.
An extraordinary visitation in 1910 complained that there were no spittoon, no wastepaper basket and no handkerchief available, and that the benches were old and therefore unsuitable.
