Wildcat strikes had become common in the coal industry as union miners grew frustrated with the poor terms of national contracts and employer foot-dragging on resolving disputes and grievances.
It was initially supposed to be a county project but foot-dragging by the board prompted city officials to ask for the money and project responsibility.
