Microwave heating can cause localized thermal runaways in some materials with low thermal conductivity which also have dielectric constants that increase with temperature.
For film capacitors the permittivity changes with dielectric thickness and other mechanical parameters so that the deviation from the theory has other reasons.
In a uniform medium if the permeability is constant, then variation of the signal velocity will be dependent only on variation of the dielectric constant.
