Proper administration requires clarity, literalness and singularity, whereas our culture, at its deeper levels, tends to operate at the levels of doublethink and weightlessness.
Of course, the coexistence of these two approaches involves some element of doublethink, but sometimes a little of this is necessary to minimise damage.
