The mill released sulfurous exhaust from sulfate pulping and dioxins, an unintended toxin generated by the chlorine bleaching process used to make white pulp.
Most dioxins are byproducts of such industrial processes as waste incineration, the chlorine bleaching of paper pulp and the manufacture of some herbicides and pesticides.
