Because the mobility of water is driven by thermal agitation and highly dependent on its cellular environment, the hypothesis behind DWI is that findings may indicate (early) pathologic change.
It is speculated that increases in restriction (barriers) to water diffusion, as a result of cytotoxic edema (cellular swelling), is responsible for the increase in signal on a DWI scan.
There have been cases where drivers were acquitted of the DWI offense and convicted of the refusal (they are separate offenses), often with significant consequences (usually license suspension).
Other convictions carry penalties that remain on the license for three years after conviction, such as a DWI conviction ($1000$2000), driving without a license ($100), or driving without insurance ($250).
In addition to this, vehicles can also be confiscated if the driver has a blood alcohol level over 0.2, or has a prior DWI conviction from the last 10 years.
