According to the corporation the bye-law relevant to porters permits the superintendent to license anyone of "good character and fitness" to be a porter.
Letters have also been issued to all permit holders on the navigations affected by the bye-law changes informing them of the public consultation and the availability of the documentation.
The official who distributed the bye-law document pointed out there was a section, which allowed for those who legitimately owned or looked after horses.
