( 3 ) Der Haushaltswirtschaft ist eine fünfjährige Finanzplanung zugrunde zu legen.
Der Finanzplan ist dem Abgeordnetenhaus spätestens im Zusammenhang mit dem Entwurf des Haushaltsgesetzes für das nächste Haushaltsjahr vorzulegen.

Durch die neue Finanzregelung wird die Veröffentlichung von Informationen zu den Empfängern von im Rahmen der direkten Mittelverwaltung von der Union gewährten Mitteln spätestens am 30. Diese neue Maßnahme gilt für im Jahr 2013 gewährte Mittel.
