Many forms of investment may not be readily salable on the open market (e.g. commercial property) or the market has a small capacity and investments may take time to sell.
Then the team spent considerable effort improving reliability, improving security, and creating packaging, procedures and documentation to make the solution salable as a product.
One way to summarize the difference is that commoditization is about proprietary things becoming generic, whereas commodification is about unsalable things becoming salable.
