In pneumatic brakes, friction pads engage with the brake disc in what we refer to as continuous slip to control the amount of torque being applied to the brake.
Turning the handle down (counter-clockwise) by about 90 degrees causes pneumatic brakes to engage, due to pressure loss in the standard air-braking system.
