Einer Ratifizierung steht im Weiteren die Ablehnung der Justiziabilität der in der Konvention garantierten wirtschaftlichen, sozialen und kulturellen Rechte durch den Bundesrat entgegen (Siehe BBl 2013 666 bzw. 676).
