A smart city working with data to predict traffic patterns could enable automated and realtime traffic congestion management instead of reactive activities.
The guidelines concern third party access services, principles of capacity allocation mechanisms, congestion management procedures and transparency requirements.
This includes activities such as carpool matching, administering a commuter vanpool program, air quality forecasting, bicycle and pedestrian planning, congestion management, and developing transportation plans and documents.
